My personal notes
: (be aware that this are my experiences in Victoria Garden. In other places in and around Redding, this plant can behave differently)

Eriogonum umbellatum (Sulfur Buckwheat) is a native to higher elevations. It grows above 4000 foot so it is definitely frost hardy. It loves poor soil and can nearly live in pure gravel, while living in nature in between rocks. It is certainly a drought tolerant plant, but seems to be happy in my sunken garden, with its wetter soil in winter. Maybe the high sand content reminds this plant to the rocky environment it originally came from.
The beautiful sulfur colored flowers are giving this low shrub its common name. They show up at the end of May. The leaves are grayish, but turn in winter party red. Don't worry, in spring the green leaves start to grow again, and the plant will look again at its best.
